According to The Independent Barents Observer, after the prosecutor's inspection, the Murmansk authorities found out that the hyde park on Leningradskaya Street is an object of cultural heritage, and therefore the events that are held there must be coordinated with the Committee for Culture and Art of the region. on November 27.
The decision of government
The prosecutor's office came to the conclusion that the city administration "does not fully comply with the requirements of regional and federal legislation when agreeing on holding public events". In accordance with the order of the Committee for Culture and Art of the Murmansk region of 2011, the committee should give a "reasoned conclusion on the possibility or impossibility of holding a public event" on the territory of cultural heritage sites.
Background
There is a memorial to the victims of the Soviet repressions in a local hyde park on Leningradskaya Street. Here, protest actions took place, members of Navalny’s headquarters arranged agitation events. In September 2017 a rally of Navalny was held.
In Petrozavodsk, the authorities banned public actions on the central square without agreement. In September the government of the Yaroslavl region reduced the list of hyde parks — it did not include all the venues for public events in the historic center of the city.
Opinion of the activist
Coordinator of Navalny’s Murmansk headquarters Violetta Grudina considered the decision of local authorities part of the all-Russian tendency to oppose the opposition:
"Everything is legal, but this significantly complicates the protest measures. In fact, we lost the hyde park. Since the beginning of Navalny's campaign in Russia, hyde parks have been abolished."
Grudina said that the city administration had already used the new act and did not allow an anti-corruption rally in the square on Leningradskaya Street on November 18.
Navalny tried to sue President Vladimir Putin for being hindered in holding rallies everywhere.
