Officials in Khanty-Mansiysk have approved five of six applications from former inmates to allow them to work with children. The decision was made public on July 17 through the website of the Duma of Khanty-Mansi Autonomous Okrug.
The Commission on Juvenile Affairs of Yugra has reviewed six applications from convicted individuals seeking admission to work in organizations for children and adolescents. The commission found that five out of the six applicants "do not pose a danger to the life, health, and morals of children."
Nikolai Tashlanov, a member of the regional legislature from United Russia, explained that the commission's decision reflects a desire to offer a "second chance" to those who have shown genuine remorse. However, the names of the former prisoners who will be working with children were not disclosed.
In April, in Karelia, the Commission on juvenile affairs allowed Alexander Sharafutdinov to work with children. Sharfutdinov is a former deputy principal of a cadet school in Petrozavodsk. In 2022, he was found criminally guilty of cruel treatment of minors.
Two months later, the State Duma announced that the legislators had started working on a law titled "On Patriotic Education," which would allow veterans of the war in Ukraine to teach in schools. The troops fighting in Ukraine include former prisoners.
