The prosecutor's office of the Kirov region believes that the antiterrorist action at the Theater Square in Kirov on April 8 was not regulated by federal legislation on public actions. This is stated in the reply of the department to «7x7».
It follows from the answer that the action was carried out in accordance with the resolution of the Kirov Administration — a decree on the procedure for holding mass events, with the exception of meetings, rallies, demonstrations, marches and pickets. Therefore, the prosecutor's office concluded that federal legislation on public actions (for example, on the timing of the submission of notices) in this case is not applicable.
According to the regulation, a cultural, educational, theatrical, sporting or advertising event is considered to be mass. They can be carried out in buildings or structures temporarily or permanently designed for such events. Mass events can be held in the city squares, parks, squares and streets. The Kirov administration should be notified at least 30 days in advance. It is forbidden to organize events without permission of the City Hall.
The Kirov administration reported that a notice of the antiterrorist action was filed two days before its start — on April 6. The online journal will prepare a request to the regional prosecutor's office about legality of approval of the action, if notification was filed in violation of deadline.
On April 4, Kommersant, citing an unnamed source, informed that the presidential administration recommended regions to hold rallies against terrorism on April 8 — "especially where protest actions took place" on March 26. These data were confirmed by administrations of several regions and in the leadership of parliamentary parties.
On April 8, a civil-patriotic action "Together Against Terror" was held at the Theater Square of Kirov. Public Chamber of the region "with the assistance of the government of the Kirov region and the Kirov administration" organized it. According to the Public Chamber, 5,000 people came to the Theater Square; they used sound amplifying equipment, flags and posters.
On April 28 in the Telegram channel "Kirov's whisper", a document appeared stating that the prosecutor's office did not find any violations of the law during the campaign against terror.
