On November 20, Z-channels reported that Ukraine had received authorization from Western countries to carry out its first Storm Shadow missile attack on Kursk Oblast.

The Telegram channel Dva Mayora ("Two Majors") published images of missile wreckage bearing the "Storm Shadow" inscription, adding that Ukraine had launched up to 12 of these missiles at Kursk Oblast.

The Telegram channel Opolchenie/Rylsk/Medved ("Militia/Rylsk/Bear"), associated with Rylsk's territorial defense, claimed that the settlement of Maryino in the Rylsky District came under fire, with several civilian vehicles damaged.

Kursk Oblast Governor Alexey Smirnov reported that two missiles were intercepted and destroyed in the region's airspace but did not specify what weapons were used to achieve this.

On November 20, the British newspaper The Times wrote that the U.S. had approved the use of long-range Storm Shadow missiles after North Korean military personnel joined the war effort on Russia’s side. According to RBC-Ukraine sources, the missiles are currently authorized for use only against targets in Kursk Oblast.
