Good statistical selection on a variety of recent elections in Ryazan, beginning from elections for the State Duma on December, 2011. You can see how the percentage of "missing" ballots increased. If on the presidential election in 2012 there were 0.08% of such ballots, there were already 0.93% on the election of governor of the Ryazan region (increased more than 10 (!) times). And on the election to the Ryazan City Duma 2.96% ballots were missing. I.e. increased almost 40 (!) times.
Conclusion:
Analyzing the results of the election to the Ryazan City Duma in autumn, 2013, we can conclude that the ballots were illegally issued for further stuffing to REC1, REC2, REC4, REC5, REC10, REC11, REC12, REC15 and REC16, but a part of them were not stuffed due to the large size of the ballots and active opposition of observers. Apparently then these not-stuffed ballots were destroyed as evidence. A thorough examination of books of ballots issued in these areas is required in order to identify "ghost voters" who allegedly were given these ballots.
