The Yaroslavl authorities have been unable to purchase equipment for the surgical department of the regional oncology hospital, all due to sanctions.  Governor Mikhail Yevraev told this in an interview with the local publication "Vesti Yaroslavl" on July 23.

Despite the completion of construction and finishing works in the building, it is unclear when the surgery department starts functioning. According to Governor Mikhail Yevraev, the sanctions have prevented the government from obtaining the necessary equipment. He thinks that it will take at least several months for the department to be fully fitted out.

The construction of the surgical department began in 2019, with the original plan to put it into operation in 2020. However, the deadlines have changed several times. In 2022, officials assured that the facility would be operational before the New Year. However, the facility has yet to open.

In Chelyabinsk, elevators for the disabled in the underground passages have not been fixed because of sanctions. Officials referred to the imposed restrictions as the reason in response to a local wheelchair user's complaint.

In Oryol, the lack of certain drugs for subsidized groups has been attributed to sanctions. The head of the regional Department of Healthcare, Igor Petchin, explained on May 22 that the restrictions have made some essential drugs unavailable. The official admitted that the region struggled to provide medicines for all subsidized persons also due to insufficient funding.
