According to the press service of the Investigation Department of the Investigative Committee of the Kirov region, it conducts pre-investigation check on the death of a local resident from snow sliding off roof. The incident took place on March 5.
Snow fell from the roof of a four-building of Preobrazhenskaya street on woman, walking with her grandson on the sidewalk. The woman died on the spot, the child was not injured.
Later regional prosecutor's office clarified that the criminal case was opened under Part 2 of Article 109 of the Criminal Code ("Causing death by negligence due to non-performance of official duties"). Also, the supervisor will check the management companies of Kirov, analyzing how they remove snow and ice from roofs.
On March 3 the Kirov City Hall held a meeting of the working group, where head of administration Alexander Pereskokov criticized the work of management companies cleaning roofs from snow and icicles. According to him, municipality has found 2237 violations related to defective cleaning of roofs. 32 decisions were issued on bringing to administrative responsibility. Management companies were reminded of criminal liability for failure to perform their obligations.
20 cases of injuries from snow falling from roofs were recorded in Kirov in 2016. In 2015 «7x7» wrote about death of a six-year old girl and a nursing infant caused by falling snow. In March of that year, blogger of «7x7» Yevgeny Shevnin took icicles of buildings on Lenina street, where a man was injured. Administration officer and an unidentified man approached to Shevnin. The last one threatened him.
