On September 12, Alexey Smirnov, the acting governor of Kursk Oblast, and Yunus-Bek Yevkurov, the deputy minister of defense, awarded a medal to Vladimir Lukin, the head of the Kursk Oblast Development Corporation, as reported by National TV and Radio Company Kursk.
Officials were presented with medals "For Strengthening Military Cooperation" and "For Contribution to Strengthening the Defense of the Russian Federation," but it remains unclear which one was awarded to Vladimir Lukin.
The state-owned Kursk Oblast Development Corporation received over 3 billion rubles for constructing fortifications on the border with Ukraine. The regional Department of Capital Construction filed a lawsuit against the corporation for missing construction deadlines, and a criminal case of fraud (Article 159 of the Criminal Code of the Russian Federation) was opened against the company’s subcontractor.
