The share of people voting for Putin was the smallest in the Nenets Autonomous Okrug, according to the official data provided by the Central Election Commission. NAO also happens to be the only region in Russia that did not support amendments to the Constitution.
The 'Agentstvo' ('Agency') media outlet noted that only 79.08% of the region’s residents voted for Vladimir Putin. Arkhangelsk Oblast, Vologda Oblast, and Karelia also ranked among the top four regions with the smallest number of pro-Putin voters.
Altogether, there were slightly over 40,000 voters in the Nenets Autonomous Okrug. According to the Central Election Commission, they placed the communist Nikolay Kharitonov in second place, and Vladislav Davankov from the 'New People' party in third.
In 2020, over half of the NAO residents voted against the constitutional amendments. They successfully protested against the region's proposed merger with Arkhangelsk Oblast. The acting head of the region, Yuri Bezdudny, claimed that the negative voting results on the amendments were due to the conflict surrounding the potential merger of the regions. Ultimately, NAO and Arkhangelsk Oblast remained separate entities.
