Yekaterina Rudenko, a resident of the village Shudayag (Ukhta), a member of the initiative group of citizens who oppose the construction of radioactive waste disposal facility close to village, formulated the question:
"Vyacheslav Mikhailovich, are you familiar with the problem of Ukhta, particularly Shudayag, where in defiance of common sense it’s planning to build two waste sites (radioactive and domestic) close to village, and in Shudayag — in-patient facility for people with active form of TB? There is already a sanatory boarding school for children with a liability to the disease. Where would you advise to relocate villagers, who became the subject for experiments on the population?"
Yekaterina Rudenko stressed that money for waste sites could be allocated through federal or republican programs. Those who implements them are now reluctant to ask the opinion of local residents, for example, about whether they agree on the construction of municipal solid waste site.
“We are the hostages of the situation. We are presented with a fait accompli. Nobody thinks about the population,” a resident of Shudayag said.
According to Yekaterina Rudenko, the effective procedure of work with population cuts across with the May presidential edict of the creation of "all the conditions for citizens to be involved into the administration of the state". Now it turns out that at first authorities decided, for example, to build a waste site, and even allocate the money, and then ask people's opinion.
