The problem of advertising dissemination of synthetic drugs on the buildings and fences has become one of the most important on the coordination meeting of the leadership of the Russian Federation law enforcement-bodies, dedicated to countering of illegal drug dispensing, which was held in the building of the General Prosecutor Office of the Russian Federation on September 27.
Nowadays it is an urgent problem that is of concern not only to the drug police, told head of interdepartmental interaction office in the Komi UFSKN Natalia Mazur to «7x7».
According to her, the meeting brought up the question of how to forge interaction between various organizations, including the Ministry of Internal Affairs and the town council. The idea to appeal to chairpersons of the housing cooperative has started up to make them respond to signs and paint it out. Now volunteers are handling this.
They are not only walking the Syktyvkar yards armed with paint and brush. Gregory Kablis (the blogger of «7x7») recently reported that he made brochures that describe in detail the danger of "spice" and "salt", and distributes it in schools. Besides, a group "Drug-free country — Syktyvkar" dedicated to the issue was created in the social network "VKontakte".
However, while some people think and others begin to act, the kids who tried drugs get to the medical institutions of the city. The number of occurrences of poisoning increased significantly.
According to Komi UFSKN, there were 15 cases in July, in August there were already 45 cases. Data on September is in process of collecting. Most of the victims are teenagers. Several of them are slipped into a coma and are in the intensive care units at the moment, N. Mazur added.
The issue should be resolved at governmental level, according to the anti-drug department. There is no legal basis to punish the distributors of “powder” as these substances are not officially prohibited.
However, the drug police admit: it is possible that while the decision-making new designer drugs with the same effect but with a slightly modified formula will come into being. Where this endless race will lead — the question is open to negotiation.
And now, if the test shows that the distributor offers not officially banned substance, there is nothing to do for the police but making resignation materials.
