Additionally, in his address to the Federal Assembly, Putin issued instructions for providing gas to 11 areas and partially writing off the regions' debts on budget loans. He pledged to extend family support programs, allocate funds to regions with low birth rates, and increase payouts to teachers. Putin also promised to raise the minimum wage to 35,000 rubles by 2030.
