It seems to be the only proud that the city decided to do Igor. Paralympic athlete registered in the “Golden Fund” of the Voronezh region in the category "Sports achievement", lives in a house without even an elevator. In the apartment where the narrow doors do not allow Igor to move from room to room. Relatives have repeatedly appealed to the Department of Labour and Social Development of the Voronezh region, asking to adapt housing conditions. However, they always refused. Alina Ibragimova, a niece of Igor, lost hope waiting for help from the authorities and decided to raise money for her uncle. She created a group in "Vkontakte", where described in details the situation and pointed an account number of Igor Rogov.

Igor Rogov was born a healthy child, lived a normal life, graduated from high school, college, worked, was going to create a family... But a classic life story was shattered after the tragedy happened about 15 years ago: returning home late, he heard that someone was trying to rape a girl in the backstreet, he ran to the rescue and after a few minutes was lying behind garages with a knife in the back. Doctors' brought in a verdict that Igor will never be able to walk again. For several years grieving parents have been taken him to all possible healers and psychics. In vain: Igor doesn’t feel his body from the 7th vertebra, in fact he is not even "sedentary" but "lying" disabled. A prolonged depression led Igor to God. He was praying for some reason for being. And he found it... in the gym. Igor began to train hard and after a while became the Champion of Russia for the first time, then Europe and World medalist in the javelin and shot put. He went to the competitions, adding medals to the collection. In 2007 he was registered in the “Golden Fund” of the Voronezh Region.
So, what's this in aid of? I’m trying to say that all these years old parents of Igor fought with the state for the right to their son to live in adapted accommodation. Now, as before, he lives on the fourth floor of a five-story building with no elevator. Every day Igor is got down stairs and raised up “on hands”. When there is no one to help, Igor sinks down dirty stairs of old five-story building by himself, and his mother, buried her husband a few years ago, suffered a heart attack six months ago, living on "pacemaker", carries a wheelchair, crying. She cries that for 5 years officials, promised a decent life for every athlete in a wheelchair, have been ignoring her official letters and requests to exchange their three-bedroom apartment to a little one but with an elevator and expanded doorways, so that when she dies Igor could live independently, take care of himself in the bathroom and toilet, cook and go outside (now he can’t do it himself).
In April 2013, I published a post on Facebook that was reposted by more than 13 000 people, a lot of media wrote about Igor, and then officials scurried and promised to deal with the situation as soon as possible. But in November 2013 Igor's mother was denied again: no housing, do whatever you want. After this letter, Nina Andreevna had a heart attack.
Igor, being a very humble man, asked me not to bring it up and leave it to the will of God. But I can’t accept the fact that my uncle after his mother's death will remain locked on the 4th floor alone until the end of days and won’t be able to contact with the world.
The amount required to rebuild any standard one-bedroom apartment into "adapted" for a wheelchair disabled is a little more than 700 000 rubles. Three-bedroom apartment is in their property, they are willing to exchange it to a two-bedroom with a makeover. Rogovy don’t have their own means - they get a pension of Nina Andreevna and disability pension of Igor.
I can't wait any longer, my friends... Or I just don’t have the right and opportunity to wait for a helping hand from the government... Even if only Igor will carry the Olympic torch in his hometown on January 18.
