Deputy Vasily Zhukov from the Khanty-Mansi Autonomous Okrug–Yugra suggested fining Russians for not voting in elections in a post on his social media page on December 5.

Vasily Zhukov, a Yugra Duma deputy representing the Communist Party of the Russian Federation (CPRF), proposed introducing administrative penalties for failing to participate in elections.

"I believe that every person aged 18 or older bears responsibility for the future generations. Therefore, if a citizen avoids this responsibility by not voting, they should face financial consequences," Zhukov wrote.

He suggested that Russia follow the example of countries that have already implemented similar measures, such as Belgium, Luxembourg, Australia, Brazil, and Argentina. According to Zhukov, the initial fine for failing to vote should be 5,000 rubles, with increased penalties for repeated non-participation.
