Alexander Bogachev, the head of the Sudzhansky District in Kursk Oblast, stated that the administration did not begin evacuating civilians on August 6 because military personnel requested them "not to incite panic." This was reported by Alexander Kramarenko, a deputy of the Sudzhansky District Representative Assembly.

"During a consultative meeting with heads of settlements and deputies regarding the absence of civilian evacuation, Bogachev A.M. placed the responsibility for this decision on the district’s military command, which allegedly advised him to avoid inciting panic among residents," Alexander Kramarenko asserted.

Even before the attack by the Armed Forces of Ukraine (AFU), Kramarenko urged the prosecutor's office to investigate Bogachev’s alleged inaction. The deputy emphasized that the authorities were not informing local residents about how to act during shelling and were failing to construct new bomb shelters or maintain existing ones.


The AFU's incursion into Kursk Oblast began on August 6. Residents of Sudzha expressed frustration over the lack of organized evacuation, noting that they had to flee the shelling zone using their own vehicles.
