Let us recall that in November, 2012 an emergency oil spill occurred at the oil company "Rusvietpetro". The company has decided to hide the information about it. However, the incident became known on May, 2013. Oil in the water was found by the Usinsk district residents. Liquid got to the rivers Kolva, Usa and Pechora from the stream Vozeyshor. These events provoked a widespread public reaction of republican environmentalists.
As a result, a former director of the Usinsk branch of the Rusvietpetro LLC Alexey Krokhin was convicted of concealing information about the events and facts creating a danger to human health and the environment, as well as of violation of environmental regulations in carrying out works and water pollution. He will pay a fine of 200 thousand rubles for these crimes.
Interdistrict environmental prosecutor of Pechora Dmitry Perminov told "7x7" that now there is a question of appeal of sentence as it is too mild.
“We haven’t received a copy of the verdict yet. I would like to see what was written there. And after we read it, we’ll make a decision. For the moment, there is a desire to appeal the decision as it seems to be too mild,” Dmitry Perminov said.
According to the prosecutor, he asked a custodial sentence for Alexey Krokhin, and to ban him from holding organizational and management and administrative functions for three years.
Member of Save the Pechora Committee Valentina Semyashkina considers fine to be a disproportionate punishment.
“I think it's certainly a funny punishment. 200 thousand rubles for the head of an oil company — it's nothing at all. Why do we punish lawbreakers? Probably, the main task is to decrease such violations. But if we have such inadequate penalties for environmental crimes, then surely, these crimes will happen again,” Valentina Semyashkina said.
A lawyer of Greenpeace Russia Mikhail Kreindlin in an interview to "7x7" said that the penalties for environmental crimes in the country are not adequate to the inflicted damage except on occasions.
“Penalty for environmental offenses should be adequate to gravity of punishment. They can give seven years for hooliganism, and a fine – for damage to nature. When this damage can be of several millions or billions of rubles,” a Greenpeace Russia lawyer said.
The Komi branch of the Rusvietpetro refused to comment on a sentence of a former director, but explained that the management of F-RPN in the Republic made a decision that the damage of water bodies (stream Vozeyshor, rivers Lyduya, Kolva and Usa) as a result of an emergency was fully paid for, there are no claims against the "Rusvietpetro" company.
"This year additional activities will be held to improve the environment, in particular, planting trees or releasing juvenile fish to the Pechora basin. For another three years, the joint company "Rusvietpetro" will monitor the state of the stream Vozeyshor and the Kolva river", the company said.
