Governor of the Nenets Autonomous Area — Igor Fyodorov — approached the head of the Arkhangelsk region Igor Orlov with a proposal to establish a working group for preparing a draft agreement on the self governing implementation of all authority on its territory by the bodies of state power of the Nenets Autonomous Area. In 1993, adopting the new Constitution of the Russian Federation, the area remained a part of the region, which is obliged to carry out a number of powers in its territory if the regions have not agreed otherwise.

 

Earlier a contract was signed annually, in accordance with which the area independently carried out all the empowerment. Since 2008, the agreement began to be concluded on the devolution of certain powers of the region, in particular in the field of employment, medical care and vocational training. Since January 1, 2014 the authority in the social sphere and agriculture have been also delegated to the area.

 

 "If a new treaty appears, there will be two financing options: the Nenets Autonomous Area will execute authority either within a region allocated subsidies, or through federal taxes collected in the area," said the press service of the Administration of the Nenets Autonomous Area.
