The prisoner has committed suicide in the pre-trial detention center №2 of Apatity. The young man, born in 1994, was charged under dismissed under the article 228, part 3 (illegal sale of drugs). The Investigation Committee of the Murmansk region investigates the circumstances around the death in the toilet facilities of the camera.

 

“At the moment of committing suicide the defendant was in a mass cell, as his cellmates were at the investigating action. The man hanged himself using bedsheets. The scene awareness educed the absence of bodily injuries, except constriction mark, and the absence of other signs of violent death,” said the first officer of chief of the Investigation Committee of the Murmansk region Tatyana Kovaleva.

 

The tragic incident in the pre-trial detention center №2 affected the representatives of the Public Monitoring Committee. Human rights activists, regularly checking the conditions of prisoners in the Murmansk region, want to prosecute their own independent enquiry, but they don’t have any claim against the law enforcement agencies version yet.

 

“The third supervisory committee began its work in the Murmansk region, and now we have 23 people. Of course, when the fact of death in the pre-trial detention center №2 came to my knowledge, I sent the information to a member of the Public Monitoring Committee — Filimonenko Viktor Filippovich in Apatity. Tomorrow he is going to visit the pre-trial detention center №2 and to get acquainted with the materials on this tragic occasion. I should add that our aim is to look at this issue from the perspective of human rights; if there was any potential accident situation. According to preliminary data, nothing threatened,” said a member of the Public Council under the Federal Penitentiary Service of the Murmansk Region, the representative of the Public Monitoring Committee Yuriy Manankov.
